SCM Practitioner - Demand and Acquisition (Reference No: MV002/2024-25)

SCM Practitioner (Demand and Acquisition) is required to manage the acquisition of goods for the MalutiA-Phofung Special Economic Zone within the approved policies, processes, and targets set by the strategic plan. Implement Demand & Acquisition Management policies and SCM prescripts. Coordinate the Acquisitions of goods or services as per user requests. Oversee the effective functioning equipment as well as manage customer liaison where and when necessary.

Qualifications and Experience:


• A finance or business qualification is required e.g. B Com, Bus Sc. A supply chain management (SCM) qualification would be preferred and distinct advantage. (Unless the incumbent can demonstrate that he/she has developed the necessary competencies through experience).

• A minimum of 3 years of relevant experience in a similar role.

Knowledge and Skills:

• Knowledge of SCM processes, policy & procedures.

• Government strategies, policies and intergovernmental relations

• Relevant and applicable legislation and regulations such as PFMA, National Treasury Regulations, Preferential Procurement Policy Framework Act, BBBEE policy etc.

• Knowledge of the economic development sector

• Project management skills

• Verbal & written communication skills

• Good computer skills in Microsoft Office Packages i.e. Word, Excel, PowerPoint & Outlook

• Problem solving skills

• Negotiation and conflict management skills. 


Duties:

• Ensure that the Preferential Procurement Act and other relevant legislation are complied with for every acquisition. Assist all Divisions in the management of supplier contracts so that contractual arrangements are entered into between the MAPSEZ and the service provider and that these contracts are monitored

• Manage and facilitate the bidding process for acquisitions that exceed certain thresholds. Ensure that all procurement happens within budgetary constraints

• Assist the manager in ensuring that goods and services required by end users are obtained at the correct time; price and place and that the quantity and quality will satisfy the needs Prepare various reports on supply chain management (SCM) activities

• Collect information on the needs of different divisions to compile a consolidated demand plan

• Conduct market and industry analysis for the identification of suppliers; including commodity analysis and Database management

• Assist and participate in the development of specifications/terms of reference and special conditions of contract for the acquisition of goods and services

• Assist the Supply Chain Management with the development of the sourcing strategy

• Ensuring that the demand plan reflects the budget allocated for goods and services

The Supply Chain Manager is required to co-ordinate the supply chain management (procurement) function of the Maluti-A-Phofung Special Economic Zone (MAPSEZ) to ensure that required goods and services are sourced within the approved policies and targets set by the MAPSEZ and relevant legislation. Also, contribute to the development of, implement, review, and recommend updating of supply chain management (SCM) policy to ensure that the SCM activities support the corporate strategy.


Qualifications and Experience:

A qualification in logistics or finance is required e.g. B Com Accounting / Logistics (unless the incumbent can demonstrate that he/she has developed the necessary competencies through experience) A supply chain management (SCM) qualification would be preferred and a distinct advantage. A postgraduate qualification in management studies is an advantage.


• A minimum of 3 years of relevant experience in a managerial position in finance or a related field.


Knowledge and Skills:


• Knowledge of SCM processes, policy & procedures.

• Strategic and business planning.

• Corporate governance principles and practices (i.e. King Reports 1 & 2)

• Government strategies, policies, and intergovernmental relations

• Relevant and applicable legislation and regulations such as Act, the Tax legislation, Labour Legislation, PFMA, National Treasury Regulations, Preferential Procurement Policy Framework Act etc.

• Knowledge of economic development and investment

• Knowledge and competence of public sector budget and planning processes.

• Business management and analysis experience

Duties:

• Coordinate the management, implementation, and review of the supply chain management (SCM) process starting from demand management, acquisition management to monitoring in accordance with legislative requirements

• Assist all Divisions in the management of supplier contracts so that contractual arrangements are entered into between the MAPSEZ and the service provider and that these contracts are monitored

• Develop and manage the application of appropriate process and bid systems to solicit responses from suppliers

• Ensure that all procurement happens within budgetary constraints

• Coordinate the supplier payment process to ensure that service providers are paid within the agreed timelines/milestones of delivery of goods and services

• Prepare various reports on supply chain management (SCM) activities

• Lead, manage and empower staff and manage other resources in the Supply Chain Management.
